These are Rein Savers or Rein Hobbles. Basicly they are a short rope attached to the saddle to the a ring on a barrel/roping rein. They are adjustable to prevent interferance with steering but short enough that if the child looses the rein, he/she can get the reins back without them falling over the horse's head. Besides small children these are great for first time adult riders (dudes) and people that take a lot of photos while sitting on a horse.
